I like the property, but I am looking for an apartment with balcony and view

The Tuscany is well-located in a lovely neighborhood with easy access to downtown, restaurants, etc. However it is a badly managed and poorly maintained property. First floor residents complain about rats in their apartments, and there rats scurrying through the common areas. The apartments which were built in the 1980s have had the windows washed once and only made cheap updates when the residents got angry. There are no amenities and some of the units do not even have microwave ovens. There has been a constant issue with theft of bicycles and other property. Management is often rude, often unresponsive and neglectful. I would not live here again.

Clarksville is a lovely neighborhood. The Tuscany is old with no amenities. The complex is well-located and the apartments are large and nicely designed. Some units have been updated, others are exactly as they were built in the 80s- no microwaves, no washer/dryer,etc. Management is terrible and unresponsive. The apartments were not even given a fresh coat of paint until a few years ago when some of the tenants revolted. Only once since the 80s have the windows been washed. The first floor tenants complain about rats in their units, which are sometimes seen scurrying around the parking lot. Units are not insulated so utilities are very high and shared according to square footage. No opportunity is missed to make an extra buck, including a variety of random fees on top of the rent. So the rent appears market value but the fees, shared building utilities plus your own utilities add hundreds more dollars. Parking is tough and often there is not enough room for resident cars. This property is not recommended.
