I would live in this building because it's a quiet version of living in a busy metro downtown. It's step from reliable rail transportation, but has a quiet river in the back. Easy access to schools and safe for a family, but no playground filled with screaming kids below the balcony. The outside and inner lobby is very refined and classy, but still approachable and meets the surrounding space. It's a short walk to great eating places and some high-end night life. The access to the river is a perk that would have me contemplating buying a boat for weekends on the water. It's 1 minute to get on I-5, but doesn't sound like you're under a busy interstate.
Oxbow 49 is the place to look for luxury apartments in Portland. There are several apartments to choose from with high-end interiors, great views, private balconies, and air conditioning. When you need to get out of the apartment and into fresh air, you can visit one of the nearby parks.
Located close to the downtown area and the highway, getting around is easy. If you don't have a car, that's no problem--you can walk, bike, or take public transportation.
