I have been a resident of The Summit at Chino Hills Apartments for almost 4 years and I have watched the community deteriorate in the past 13 months.
The Summit at Chino Hills Apartments property was purchased in 2018 by DAVLYN INVESTMENTS, INC. San Diego, CA 92130. It is managed by Davlyn Property Management.
I contacted Mr. S.Garcia, ARM Regional Property Manager at Davlyn Investments Property Management. We made plans to have a conference call with the Postal Locker company, but Sergio flaked on that scheduled conference call. Again, in December 2019, we scheduled to meet at the Summit Leasing office but that was canceled due to illness.
January 2020, I had scheduled to again meet at the Summit leasing office and the morning of the scheduled meeting I was informed that he would not make the meeting that afternoon. We rescheduled for the following day at 1:30 pm -2:00 pm. I arrived at the leasing office on time and was told to come back in 10-15 mins. I returned and waited another 10 mins before Sergio "made" time to speak with me.
The topic for discussion was the monthly water sewer and trash bill that has been increasing every month. The community charges each resident for the water sewer and trash for not only your unit but for the common area trash, water used to water the grass and sewer for the community. When I asked how the bill was calculated he was rude and told me to read the lease agreement. Well, I ended the meeting at that point since he had no real answers as to why the 12-month average had gone up over $300.00.
When you cannot keep your scheduled appointments and do not have answers to valid questions, basically you are wasting my time.
Maybe that is why they have over 25 vacant units and can't lease them even when offering 6 weeks FREE! On a positive note, no problem finding a place to park!

A special thanks to Mary the "Property Director" at The Summit at Chino Hills Apartments, for ignoring the many requests for a solution to the trash issue.
I called the Environmental Health Department of San Bernardino back in May 2019 and their response was swift. The property was cleaned up overnight, but quickly became littered with trash again. I have explained to management, and upper management, the problem is mainly caused by the contractor doing the renovations of the units. The contractor is disposing of all the trash, appliance boxes, baseboards, sinks, cupboards, doors and counter-tops in the resident trash cans.
I was told by the contractor that the owners refused to pay the three hundred per unit haul-away fee. So every trash day the contractor fills the trash cans that the residents are being charged each month with the renovation trash. This is how we have lived for the past 11 months here at The Summit at Chino Hills Apartments.
I have again called the Environmental Health Department of San Bernardino today because of the unhealthy conditions that exist here at The Summit at Chino Hills Apartments. Do not be fooled by the photos posted on The Summit at Chino Hills Apartments website. The picture that is painted is not reality. Come take a drive around The Summit at Chino Hills Apartments property and see for yourself.
Do yourself, and your family a favor, and look elsewhere to live. I cannot recommend The Summit at Chino Hills Apartments.
