I think each tenant should have their own meter. Find a way to insulated or sound proof the apartments, i can hear everything that goes on in my neighbors apt. EVERYTHING! As I know, they can in, my, apartment.

That you should be told that your rent will be adjusted to how much gas and water you use. So your rent amount is never the same.
you need to do a much better job with snow removal
I personally feel that rent is high compared to other apartments near by. Especially since there is no gym, pool or even basketball courts. The inside of the apartments are a little out of date ie: faucets, AC, unsealed windows.
