In 1900, officials banned the construction of any more burial grounds in the city limits. Twelve years later, they passed a second law, requiring all cemeteries in the city to be moved outside of the city limits. While it was billed as a way to prevent disease, the real reason for the laws, according to town historians, was that officials felt that the real estate was too valuable to leave alone. As the gravesites moved, the those in the industry moved into Colma apartments, and the town began to grow.
